Discussing a damning report, 'State Capture: Inside Kenya's Inability to Fight Corruption', prepared by Africog on the government's efforts in fighting corruption on NTV, Otieno rejected the suggestion being peddled by some quarters that President Uhuru Kenyatta was somehow cleaner than Ruto.

"If corruption continues in Kenya and is allowed to continue it becomes endemic and it becomes a culture... We are not saying that William Ruto is a victim of anybody. We are saying they are both equally corrupt and that devalues... I really don't know about equally, Uhuru Kenyatta has more opportunity through his position. They are both enthusiastically corrupt..," said Africog's Executive Director.

She called on Kenyans to wash away the notion that the government was operating in their interest, saying that the government was in existence to serve the interests of individuals and not citizens.

"We are telling Kenyans to depart from the notion of a government which is interested in their welfare, " she said.

The renowned activist contended that nothing substantive will come out of efforts to rid Kenya of corruption as the country was under state capture.
