Although the Executive order designated the new roles to the office of the minister of Interior and Coordination, Dr Fred Matiang'i elevation as National Development Implementation and Communication Cabinet Committee chair was arrived after the two leaders consulted.

The move, the source says, aims at ending political bickering by forcing players to concentrate on development thus the choice of Matiang'i, a no nonsense Cabinet Secretary.

"I can tell you without a doubt that the President and Raila mean business. They want all of us to understand that they are not interested in 2022 campaign's. Their focus is unity and Big Four agenda.

"They first met in Mombasa early this month and Saturday's Kisumu meeting settled on Matiang'i as a neutral player. He comes from a minority community and rarely engaged in politics. He's a performer. The two agreed to have him as a person who can tame on going politics," said the ODM official who declined to be named.

The latest development throws DP William Ruto at an awkward position since he has to often consult Matiang'i's committee before moving across the country to monitor of launch any project.

More often than not, Raila's team has accused Ruto of 'hiding' in old projects to campaign across the country. ODM treasurer Timothy Bosire has been vocal on what he calls premature campaigns.

"He has gone to Kisii and Nyamira over 20 times since last year. He launches project's yet we have never seen them starting. This hypocrisy must stop," Bosire said recently.

At Kisumu on Saturday, Raila Odinga hosted Uhuru at Yatch Club and it's here the two are said to have agreed to have Matiang'i as Chief Minister. Uhuru informed Matiang'i on Sunday in Mombasa.

Migori Senator Ochillo Ayacko also hinted that the move could have been hatched to tame Ruto from premature campaigns saying: "Matiang'i appointment will regulate ongoing campaigns'campaigns."
