Mr Hillary Obutu, a driver at the County Government of Nyamira, was jailed to one month by a Magistrate Court on Friday when he pleaded guilty to the charges labelled against him.

Hawk-eyed DCI officers arrested him on Friday at 2pm outside the county assembly of Nyamira before frogmarching him to Kisii Law Courts where he was sentenced.

"He has been given a 30 days civil sentence which he must serve. Within this period, he's required to pay all the money to his creditors," said Wilkins Ochoki, the litigants counsel.

He added:" Infact what the Magistrate did was to give a grace period. He will be required to lobby for the said amount failure to which, he can be condemned to another six months in prison."

Although he was charged of failing to pay back the debt, Mr Obutu is said to have collected millions from unsuspecting locals in the promise that he would help them secure county jobs.

Even as he struggles to pay the debt, another victim of his unscrupulous deals revealed that he had obtained a warrant of arrest to have him arraigned in court for Sh200,000 debt.

"I understand he's in Kisii GK Prison. Once he gets out, he will be arrested again. He is yet to pay me Sh200,000 despite promising to clear several months ago. He must pay for his sins."

Mr Obutu is linked to a cartel that had been sneaking people into payroll, a move that forced his brother-in-law Governor John Nyagarama to send payroll officers home for a three months compulsory leave.
