At the height of the National Youth Service (NYS) scandal in 2016 that saw the loss of over seven hundred million shillings, Ann Waiguru mentioned the name of the Leader of the Majority in the National Assembly Aden Duale during a session with a parliamentary committee investigating the loss.

According to Waiguru, there was an attempt by Duale and others to frustrate investigations into the matter.

The outspoken Garissa Township would not take this lying down, he called for an afternoon press conference in Parliament buildings and fired at the then cabinet secretary, vowing to go after her.

He accused her of trying to look for human shields.

"I want to tell her for free, you have touched a live wire. In fact, I will go for Ann Waiguru starting today. I will go on a sabbatical leave from CORD, from the Kericho by-election and from the Malindi by-election and I am ready to deal with one woman who stole millions of shillings and now has a psychiatric condition, looking for anyone on sight as a human shield... Ann Waiguru you can run, you can hide, you can look for a human shield like Aden Duale and the rest but we are telling you that your place is in Kamiti Maximum Prison," Duale seethed.

Ann Waiguru had maintained that she was the one who had blown the cover on the rot at NYS.

Investigations into the scandal failed to gather evidence against her and she went to become the next governor of Kirinyaga.
