The Head of State on Tuesday named Matiang'i as the chairperson for the newly created National Development Implementation and Communication Committee, which, according to Executive Order Number 1 of 2019, is mandated to supervise the execution of government programmes, projects and the Big Four Agenda.

He will be deputised by Treasury Cabinet Secretary Henry Rotich in the management of the committee that also comprises all the CSs, Attorney General Paul Kihara and Head of the Public Service Joseph Kinyua.

Matiang'i's promotion, some governance experts say, elevates him to a "de-facto prime minister or chief minister" since he will be supervising other ministers.

The move has led to speculations that it was aimed at trimming the powers of the Deputy President William Ruto who is Uhuru's principal assistant as per the Constitution.

Moments after the announcement was made, Murkomen, who is a close ally of the DP, took to social media to congratulate the President and his appointees.

The Elgeyo-Marakwet Senator said he was optimistic that the re-organisation will be of great importance to the citizens.

"Congratulations to President @UKenyatta for the Exec Order 1 of 2019 &to my friends CSs Dr.Matiangi & Rotich for the additional responsibilities. We look forward to a more co-ordinated service delivery&greater accountability to the people of Kenya. God bless you @WilliamsRuto," Murkomen tweeted.
