National Assembly Majority Leader Aden Duale has trashed calls by Gatundu South Member of Parliament Moses Kuria to expand the executive through a referendum.

Kuria on Friday proposed creation of office of Prime Minister, First Deputy Prime Minister and Second Deputy Prime Minister as a way of achieving inclusivity at the country's top leadership.

In his proposals presented to the Building Bridges Initiative, the Gatundu South legislator observed that by having the three offices in addition to that of President and Deputy President, the face of Kenya will be reflected in the running of the national government.

"It is therefore critical that Kenya’s executive framework is expanded to allow for more inclusion. While such expansion cannot accommodate every aspect of Kenya's diversity, it will, when coupled with a strong devolved government system, allow a leadership at the top that more effectively reflects the face of Kenya," said Kuria.

But Duale, a close ally of Deputy President William Ruto, termed the proposal 'selfish' saying it was a scheme by largest communities to lock out small tribes from the executive.

“What is this obsession with creating positions for some three or four people? The proposal apparently wants to reward the five big tribes, where do you place the other 39? We need inclusivity that will bring even the Elmolo on board,” he said.

Speaking to Sunday Standard, the Garissa Township MP further observed the proposal will lead to creation of five centres of power which will result to chaos.

"It will be recipe for conflict and power struggles in running of government," he noted.

Duale echoed Ruto’s sentiments that creation of extra positions at the executive was a plan to reward certain people at the expense of taxpayers.

The DP has threatened to mobilise his troops to shut down any referendum with such intention.
