National Assembly majority leader Aden Duale has faulted Senator Kipchumba Mukomen, accusing him of peddling lies in the just assented Health Amendment Bill (2018).

In a post on his official Facebook page, Duale expressed shock that the Senate majority leader was misrepresenting facts on the bill.

"To my utter shock the Leader of Majority Party of the Senate, Senator Murkomen has been reported arguing that the Act was passed unprocedurally as it was never considered by the Senate as required by the Constitution," Duale said in part of his Facebook post.

As a show of hypocrisy, Duale stated, the Elgeyo Marakwet Senator was pictured standing next to the president as he appended signature on the bill.

While expressing his displeasure on events leading to the adoption of the said bill, Murkomen claimed the bill was passed without any regard to Articles 109 and 110 of the constitution. 

"The purported health laws Amendment Act having been passed on without due regard to the constitution especially articlesb109 & 110 are unconstitutional and therefore null and void," Murkomen had earlier on claimed in a Facebook post

The Garissa Township MP, however, insists the Bill was constitutionally passed and that Murkomens claims were untrue. 

"The Bill was passed by the National Assembly last year in December and was returned with President's Reservations on few items of the Bill on 30th December, 2018 for reconsideration by the National Assembly in terms of Article 115 of the Constitution. The National Assembly thereafter considered the reservations and approved the Bill fully accommodating the President's reservations on 28th February, 2019," noted Duale.
