Political commentator Mutahi Ngunyi now claims that Garissa Township MP Aden Duale could end up becoming an MCA if the proposed changes on the 2010 constitution sail through.

Ngunyi in his weekly show, the 5th Estate that appears online explains that the referendum may require proportional representation for the parliamentary system to work.

“You cannot have an MP like Duale representing the same number of people like an MCA in Kiambu or Umoja in Nairobi,” Ngunyi says.

Ngunyi adds, “We should have the courage to make Duale an MCA or make the Kiambu MCA an MP like Duale. This is called representation that is proportional.”

Ngunyi observes that it will be unfair to have the prime minister and the ceremonial president voted in by the MPs given the disparity in the current constituencies population.

The analyst says that such a situation will create a tyranny of minorities since some MPs represent large populations.

Ngunyi said that Duale is a better example noting that, “this man is the Leader of the Majority. A big man. Yet, Garissa Township has only 54,000 voters.”

He adds,” If Duale was from Kiambu, he would have been an MCA from a ward called Kamenu in Thika which has 51,000 voters.

Ngunyi, however, observes that the parliamentary system is better than a presidential system since it guarantees peace and stability.

The debate on whether to amend or not to amend the 2010 constitution continues to heat up.

Duale is among politicians opposing the referendum.
