Amani National Congress (ANC) Nominated Member of Parliament Godfrey Osotsi has said that the Building Bridges Initiative (BBI) report must be implemented through a referendum.

The lawmaker says that judging by the nature of the proposed changes, it's laughable to hear some people suggesting the use of the parliament.

He says that the report touches on issues above the parliament, including the reorganization of the devolution setup and the bill of rights, which the parliament cannot address.

"By saying that the governor and his deputy come from different genders, it touches on the bill of rights. Issues touching on independent commissions must also be taken to the people. (Mambo ya kusema gavana na naibu wawe wa jinsia tofauti ni mambo ya bill of rights. Mambo ya independent commissions pia lazima iende kwa wananchi)," Osotsi said on Radio Citizen on Wednesday night.

He was referring to the clause where the BBI task force has proposed the creation of the Health Commission and the National Ethos Commission, for better delivery.

He also cited the recommended changes to hand over the county of Nairobi to the National Government, which he says is also a referendum issue.

The MP also pointed out that if approved, the county will be led by a Mayor henceforth, contrary to now that it's under a governor.

"The devolution structure in Nairobi will be changed. The county will have an assembly but without a governor. Rather, it will have a mayor. (Mfumo wa ugatuzi Nairobi utabadilishwa, itabaki na assembly lakini haitakuwa na gavana, itakuwa na mayor)," he noted.
