Senate is expected to start discussions on the new Division of Revenue Bill 2019 on Tuesday.

The debate of the bill is aimed at reducing the continued standoff between the National Treasury and the Senate over revenue allocation.

According to the bill which was presented in Parliament on Thursday last week, Senators are demanding Sh335 billion allocation to the counties. The National Assembly has, on the other hand, insisted on Sh316 billion allocation to the counties.

“The county government’s equitable share of revenue in the financial year 2019-20 amounts to Sh335.67 billion. This allocation represents a 32.3 per cent of the latest audited revenues for FY 2014-15 Sh1, 038 trillion,” a part of the bill reads.

Senate Majority Leader Kipchumba Murkomen on Thursday last week while moving the motion claimed that the national government was in no position to appropriate resources.

“The bill on appropriation passed by the National Assembly is null and void. You cannot appropriate resources and funds that you do not have. No one can silence the voice of the Senate.” Murkomen stated.

The Supreme Court is also supposed to give a ruling on a case filed by the Council of Governors requesting advice from the court on how the 47 counties can share revenue from the national government.
