Ousted Kisumu County Assembly Speaker Onyango Oloo is once again on the spotlight following revelations that he earned over Sh1 million in suspicious allowances.

An audit report for the period 2018/2019, Oloo, during his tenure, earned a whooping Sh1.2 million in unexplained allowances, which the Auditor General terms illegal.

The amount was part of Sh10.4 million used by the house in questionable allowances, where members if the house also benefited, earning between Sh40,000 and Sh400,000.

"Audit verification of sampled vouchers reveals a systematic payment of “honorarium” allowances during the preparation of the budget for 2018/2019. It could not be ascertained under which SRC circular the payment was made," reads the report in part, as was seen by the Standard.

However, Oloo has since come out to defend his receipt of the money, terming it his legally owned salary as the Speaker of the house.

Speaking on Wednesday, he added that some MCAs earned less because they did not demand for their whole gross salary.

“I received the highest amount because it was calculated according to the gross salary and I had also requested that mine be settled in full while other officers did not receive theirs in full,” he said.

The report indicates that MCAs also pocketed hundreds of thousands of shillings in entertainment allowance, with a Sh14,000 allowance paid to all MCAs on April 25 and December 18, 2019  attracting a probe by the Ethics and Anti-Corruption Commission (EACC).

The report also reveals that fictitious sittings cost the taxpayer a whooping Sh11.1 million.

With further details indicating that personal assistants of the MCAs have been pocketing a whooping Sh15,000 each for meal allowances.

Oloo's linking to the looting spree comes only two days after a Kisumu court upheld his impeachment, ordering that he returns county assembly property in his possession.
