The latest move by President Uhuru Kenyatta and ODM boss Raila Odinga confirms suspicions that have been raised by pundits that they could be playing games with the BBI report.

This follows details of Wednesday meeting between the two, in Nairobi, where they extended the term of the BBI taskforce, ahead of public participation on the BBI report.

The same was confirmed by the State House Communication Unit, which said that some of the new roles of the task force will include expanding recommendations of the report.

This will largely involve expanding and guiding public participation, and structuring recommendations by Kenyans into implementable action plans,” said the State House.

This points at people keen on pushing the country down the referendum route, most likely to force in their preferred amendment proposals, for whatever reasons, either theirs of Kenyans.

This is explained by the fact that they again want the document taken to the same people who supposedly gave the views that were compiled into the already existing document.

It indicates that the two do not approve the document in its current state, hence their attempts to push it back to the people with the hope of having some changes made.

Otherwise, since both have repeatedly said that they would support the outcome of the report, they were expected to immediately support it and use the shortest route to have it realized.

The fact that they opted for the same team for the public participation could also mean that they seek to now pull the second step of their plot, introduce amendments not in the report.

Therefore, Kenyans should not be amazed to see the initially contested changes like the introduction of a powerful Prime Minister slot and a parliamentary system now coming up.

This is explained by how Raila, who has always been rooting for the same, has remained calm despite their absence in the report.

It's very possible that the BBI report, which appears very weak and underwhelming in its current state, was only meant to test the depth of the waters before the real current comes.

And now that the main hindrance, Deputy President William Ruto, has accepted any kind of changes, it appears that the duo might use the taskforce to introduce deeper changes well aware that he has pinned himself on the ground.

He can't make a u-turn to oppose the report, as he will appear a man of double standards, which will make him insincere in the eyes of Kenyans and badly affect his 2022 presidential bid.

For Kenyans, some of whom have expressed their reservations on intense constitutional changes, the majority will end up being be swayed to back the looming changes at the end.

With Kenya yet to overcome its culture of following political kingpins, which even played out in the 2017 polls, Kenyans have not been cured yet and will most likely do as told by Uhuru, Raika and the remaining pro-referendum forces, who are the majority.
