The MP says that Raila was taken aback by Deputy President William Ruto's support of the report, as he expected that the DP would oppose it, which was to give him some political ground.

She says that Raila expected that Ruto would oppose the report, which would kick off a battle, which he was to use to craft a political movement against Ruto's 2022 presidential bid.

"The plan was that the report is rejected, to allow the creation of a political movement. Now it has faded (Mpango ilikuwa ni eti hii ikataliwe, ndio mvumo ya siasa itokee. Kwa sasa, siasa imefifia)," he said on Radio Citizen's Pata Shika on Wednesday night.

According to Kihara, the same way Raila created ODM after the 2005 referendum, he was aiming at creating another political movement using this one, an intention Ruto has crushed.

At the same time, she doubted that the released report was the actual one, judging by the hype that preceded its release, especially from allies of Raila.

The lawmaker said that the report's recommendations were underwhelming, making chances high that it was not the actual one, which Raila said would be a 'tsunami'.

She termed it possible that Raila and President Uhuru Kenyatta, through the BBI taskforce, detected a possible rejection were they had to propose major changes, hence the final report.

"I don't think this was the original report. I think they realized it would have caused trouble  (Sidhani eti hii ndio ile report tulikuwa tunangoja, huenda waliona ile ya kwanza ingewaletea shida)," she added.
