Nominated Senator Isaac Mwaura has said that it is unfortunate that the counties are facing a cash crunch because of the stalemate on the Division of Revenue Bill 2019.

In an interview with Citizen TV on Tuesday, Mwaura said that the executive’s tough stand on the matter is partly to blame for the standoff, which has affected the performance of the county governments. 

The senator said that time has come for the executive arm of the government to rethink about its terms and conditions.

“We have been here before and it’s not prevailing primarily because the executive has taken a very strong stand instead of being mediatory,” he said.

He said that the amount counties are bound to receive from the National Treasury is not too much as speculated. 

The legislator also said that corruption is not among devolved function and went on to urge leaders to stand up against the loss of millions in the county government because of massive cases of corruption.

“We have a budget of Ksh.3T, our projected revenue collection is at Ksh.1.87T…Counties are only getting Ksh.300B out of a Ksh.3T budget? Yes, indeed there is corruption…corruption is not a devolved function, it is a shared function!” he added.
