Deputy President William Ruto may be forced to change tactic in the near future should a proposal that is yet to be submitted to Building Bridges Initiative see the light in the impending referendum, it has been established.

On Tuesday, ODM Central Committee met for several hours to review the proposals done by technical committee and it's believed that the outcome was endorsed by all those who attended.

"The Central Committee during a meeting in Nairobi. The members reviewed the working document on proposed amendments to the constitution by the Technical Committee which has been working on the proposals. Once approved, the document will be presented to the Task Force on BBI," read a tweet from the party.

An insider who spoke in confidence says the ODM team prefers a parliamentary system of government with a weakened presidency as a way of reducing cut throat competition that has marred presidential elections.

The Prime Minister will be the Head of government while the president will be the Head of State. The PM shall be the party leader of the largest political party or coalition in parliament while the president shall be nominated by the house.

"This model will address the cut throat competition in presidency. It will be difficult for one to rig in constituencies thus the parliamentary system will seal such rigging loopholes," a source said.

And as such, should the system sail through in a referendum, Ruto may find it hard to put his party in order since President Uhuru Kenyatta is the interim Party leader of Jubilee.

Even more worrying, the rebellion within Jubilee may force the DP to start sourcing for new coalitions this further derail his quest to be the executive Prime Minister.

"There are many ways of doing it. We can leave Jubilee and look for new partners. He will not lead this country," David Murathe, former Jubilee Party Vice Chairman warned of possible break out in Jubilee.

Under the Prime Minister, the country will have two deputies who shall help him coordinate government functions. The President will be ceremonial just like in many Commonwealth countries.

Currently, Ruto has put a formidable team that is pushing for his presidential bid and the new changes may now force him to look for a new party and start afresh.

President Uhuru Kenyatta has already indirectly backed constitutional changes, arguing that an all inclusive government would solve challenges facing this country.
