Gatundu South MP Moses Kuria has thrown his weight behind calls for a referendum to address certain issues in the 2010 Constitution which he believes needs close attention.

Kuria proposed the creation of more positions in the Executive as a way of addressing the challenge of lack of inclusivity in the country's leadership.

The vocal legislator observed most communities were feeling excluded since the Constitution allows only two individuals to occupy the top positions; that of the president and deputy president.

"It is therefore critical that Kenya’s executive framework is expanded to allow for more inclusion. While such expansion cannot accommodate every aspect of Kenya's diversity, it will, when coupled with a strong devolved government system, allow a leadership at the top that more effectively reflects the face of Kenya," he said.

In his proposal presented to the Building Bridges Initiative on Friday, the MP called for the reintroduction of the Prime Minister (PM) position.

He said the PM and the first Deputy Prime Minister (DPM) may vie as members of the National Assembly and, if not elected, they will automatically become nominated members of the National Assembly if the President wins.

The second DPM, Kuria proposed, may vie as a member of the Senate and, if not elected, will automatically become a nominated member of the Senate if the President wins. The President and his deputy should not occupy any other seat.

He said all the five candidates should be presented as a team by each party presenting candidates in a presidential election.

Kuria's proposal is against what Deputy President William Ruto has been calling for.

The DP has repeatedly said he will support the push for constitutional change only if it is aimed at reducing taxpayers burden and not the creation of more positions.

“We have enough political positions to go round and I will not support calls by a group of people to start discussing how to amend the Constitution to create political positions instead of addressing unemployment and poverty in the country,” said Ruto during a function in Kakamega last year.
