Nairobi, Uasin Gishu, Kajiado, Baringo, Marsabit, Embu, Makueni, Busia, Kiambu, Kilifi, Tana River, Kisumu, Kisii, Wajir and Nyandarua counties will be the falgship areas.. 

The piloting seeks to establish a central master population database that includes every Kenyan and foreigner's identity. 

Kenyans will be required to appear physically and provide either their passport, national ID, Driving licence or their birth certificate while non-Kenyans will provide their passport or an alien ID for the process.  

A fingerprint will be taken and facial features will also be documented using the biometric kits. 

The exercise will be mobile where officers will move from one home to another, it will take place in shopping centres and institutional facilities for instance prisons and hospitals.

It will take place within 30 days and it is only limited to people above 6 years of age. 

NIIMS seeks to use existing data to verify and register people within Kenya whereby if one will be missing in the database he will be considered non-existent and will not enjoy government services.
