National Assembly Speaker Justin Muturi has weighed-in on the now cooling constitutional amendment debate, throwing his weight behind the pro-change side.

The opposition's National Super Alliance (NASA) sponsored push sought to among others, revert the nation back to the parliamentary mode of leadership from the current presidential system.

In an exclusive interview aired on NTV on Sunday, Muturi backed the section of the proposal, saying that there is the need for Cabinet Secretaries to come from the parliament for a quicker and more effective response to Kenyans' needs.

"Having experienced both systems, I think it was better when we had ministers sitting in Parliament because that way, issues raised by leaders in parliament were addressed almost immediately," he said.

He added that the nomination of ministers from outside parliament has seen the entry of non-politicians into the cabinet, some of whom are not really conversant with the actual situation on the ground.

This, he said, leads to delays in addressing issues raised by parliamentarians, resulting to delayed services and development to the people.

He noted that the same further resulting to wastage of time when the CSs are summoned to appear before parliamentary committees.

"Most of our ministers have not gone through the vote hunting process and might not see the need to quickly address the issues raised by the parliamentarians on behalf of their people," he added.
