Raila Odinga may have shifted his focus after all to a plebiscite that will address fundamental issues before his exit from active politics, reveals a source privy to NASA principal's political plans.

Among the issues that Odinga wants urgently addressed through People's Assembly are strengthening of devolution and electoral justice, with self determination being last resolve.

"To deal with Uhuru's illegitimacy, he wants NASA controlled counties to perfect the People's Assembly to address key issues," said said Oduor Ongwen.

For several hours on Saturday, Odinga held a closed door meeting with Anyang' Nyong'o, Amason Kingi, Hassan Joho and Sospeter Ojaamong.

And its at the meeting, the source says, Odinga settled on pushing for strengthening of devolution and fighting for electoral justice failure to which self determination will be the subject.

 "He now wants funding to counties to be increased to a minimum of 45 percent and that serious reforms done in IEBC. Failure to these, he shall push for secession through a referendum."

Both Kingi and Joho had previously ignited secession debate, which was however dismissed by President Uhuru Kenyatta.

However, Odinga is keen to have the two issues addressed on a national dialogue and any failure to ratify them through consensus, will automatically lead to secession battle.
