The government should be criticised for positive reasons that will shape its achievements.

"The opposition should not criticise the government for the sake of it. We should not oppose the government merely for the sake of politics, rather than offering constructive criticism while taking cognisance of the achievements of the government and interests of the general public," said Duale.

Speaking during the opening session of the Post Election Seminar of National Assembly members at Prideinn Hotel in Mombasa, Duale urged members to appreciate the positive things the government does.

"Let us not oppose the government for the sake of politics. Parliament’s role is to offer oversight on government which includes pointing out failures and give suggestions," he added on Monday.

Duale said the Minority Party will earn respect by the extent of the interest they show in their responsibilities.

"Let your criticism be strong, let it be even fierce, but always, let the basic thought behind it be the welfare of this country and not petty scoring points."

The National Assembly Majority Leader indicated that highly procedural nature of Parliament calls for an equally high level of adherence to the rules and procedures of the House.

He noted that Parliamentarians should have a basic mastery of rules and procedures and what is expected of them under the Parliamentary Powers and Privileges Act of 2017.

"Section 17 subsections 3 and 5 provides that certain misconduct may lead an MP to lose a seat. In addition, Parliament has been given authority to impose a fine on certain misconduct or destruction of its properties."
