Former Mombasa Senator Hassan Omar attended the 3rd Annual Legislative Summit where he delivered an address on Wednesday.

He spoke on the importance of strengthening the devolved systems, saying MCAs are the frontiers of development. 

"Their work has more impact on touching the daily lives of Kenyans," said Omar who unsuccessfully vied for the county's gubernatorial post on August 8, 2017.

During the Wednesday morning session of the summit, MCAs urged senators to pass the Ward Development Fund Bill which would give them (MCAs) car grants and mileage to support their effectiveness in running their offices in the counties.

"Anyone who opposes the bill is an enemy of the county assemblies," the County lawmakers said.

However when he stood to address them, Kajwang' told off the MCAs and warned them against intimidating senators over the bill sponsored by Murang'a Senator Irungu Kang'ata, saying: "We will provide principles and framework for the establishment of the Ward development Fund as is described in the constitution."

Omar also echoed Kajwang' saying: "The issue is not just about MCAs having a Ward Development Fund but it’s all about making it possible for the MCAs to work for their people just like the MPs and Governors."
