A governor and two county assembly speakers are opposed to the new controversial County Government Amendment Act, which puts senators in control of devolution funds.
Nakuru Senator James Mungai has, however, supported the law and thanked President Uhuru Kenyatta for assenting it, saying it would enhance project prioritisation while reducing projects duplication.
“They should tell people the truth – which is that President Uhuru has assented it to become law and there is nothing they can do about,” the Nakuru senator said.
“The president and all his advisors could not have been stupid to do this”, he added.
Vihiga Governor Moses Akaranga said the new law will hinder service delivery in the counties and cautioned it could politically cost President Uhuru Kenyatta, who assented to it last week.
Nakuru County assembly speaker Susan Kihika and her Migori County counterpart Gordon Ogolla termed the new law as unconstitutional, claiming it aims to undermine devolution.
While cheered widely by a crowd of mourners over the weekend, the leaders opposed to the new law said they would support governors in their quest to legally challenge the new law, in a proposed referendum.
The MCAs called on MPs and senators to stick to their constitutional mandates and not attempt to usurp the powers of elected ward representatives.
The leaders were speaking during the funeral of Nakuru County nominated MCA Damaris Mbuthia at Ol-Rongai in Kabarak.
