A section of ODM party members has sensationally linked Education Cabinet Secretary Fred Matiang'i over the delay in passage of People's Assembly Bills in Nyamira and Kisii Counties.

Despite NASA's supermajority in the two counties, none of the counties has passed the critical proposal which would back Raila Odinga's swearing-in on Tuesday.

"I am quite certain that Matiang'i is at it again. He has conspired with the two county governments by perhaps threatening them with dire consequences," said Douglas Oindo.

In the Nyamira ODM Youth League WhatsApp Group, one Serah George also expressed similar sentiments adding that the assembly leadership was 'extremely weak'.

"They have been compromised by Matiangi and with that weak leadership, anything is possible," she claimed.

Already, 14 NASA leaning counties have passed the Bill even with claims that the two assemblies are yet to receive copies.

But ODM Director Oduor Ongwen, in a message to the group, vindicated the secretariat insisting that copies were dispatched to all counties.

"I want to confirm that we sent copies of the Bill to all counties that are controlled by the coalition," he said.
