Mutua appoints three CECs, nominates seven others for assembly's approval

Machakos Governor Alfred Mutua has appointed three County Executive Committee members whose nominations had been rejected by the County Assembly in November 2017. 

Mutua said Ruth Mutua (Health and Emergency services), Naomi Mutie (Water, Irrigation, Environment and Natural Resources) and Ms. Faith Wathome (Tourism, Youth Sports, and Culture) names will not be re-submitted to the assembly for vetting.

The governor has also nominated seven others for CECs positions whose names will be submitted to the assembly for vetting.

Kimeu Mbithi (Public Service, Quality Management and ICT) who was among those rejected by the assembly has been nominated again and his name will be re-submitted to the assembly. 

Commenting on the appointments, Mutua said there had been a misunderstanding between his office and the county assembly which has since been resolved.

Mutua said the assembly's vetting committee had raised concerns about the mismatch of the nominees' qualifications to the various portfolios.

He addressed the press outside his office in Machakos town on Wednesday.

Others nominated by Mutua included; Everlyne Kavuu (Lands), Morris Aluanga (Roads), Titus Nzeki (County Administration and Decentralized Units), Francis Mwaka (Trade and Industrialization), Urbanus Musyoka (Agriculture) and Lazarus Kivuva (Education).

Deputy Governor Francis Maliti was assigned to head the Finance and Economic Planning portfolio. 

Kioko Luka, Ms. Hellen Kiilu and Joshua Musili who served in the previous executive committee were appointed to advisory roles.

Mutua said he will be making further appointments soon.

There has been a stalemate between the governor and county assembly on the appointments.

The MCAs had threatened to shoot down the county's 2018/2019 budget which is coming up in June unless the governor nominated and forwarded nominees' names to the assembly for vetting and approvals.
