Kisumu West MP Olago Aluoch now wants a requirement to be put in place that any candidate seeking elective position to at least have skills in conflict resolution to reduce rogueness in assemblies.

Olago questioned the threshold currently being proposed that any person aspiring for the ward representative and parliamentary seats to at least have a diploma and a degree respectively.

“The country should really have a conversation whether the threshold for leadership should be based on papers since even those with masters have failed to carry out themselves well in the honourable houses,” said Olago.

The legislator said it was high time leaders acquired skills in conflict management to reduce the friction in the assemblies and to ensure ‘honourable members’ handle their issues maturely.

In the run up to the 2013 general election, politicians protested against the proposed thresholds that was going to bar many from contesting for particular positions.

Many argued that leadership is in borne and it was not a must somebody attains higher education to be a good leader while some argued that the current crop of MCAs cannot legislate good laws or carry out their oversight role because of limited education.
