Each of the 5,756 Biometric Voter Registration kits has been registering an average 7 voters per day, the Independent Electoral and Boundaries Commission has said.

In a report detailing the progress of the ongoing mass voter registration released on March11, the Commission expressed concern over the under-utilisation of the kits which have the capacity to register between 80 and 100 people per day.

With less than four days to the end of the exercise, the Commission indicated that only 868,073 eligible citizens had applied for registration as of March 6, 2016.

The Commission said this number is less than 30 per cent of the potential voters targeted to be enrolled in the Mass Voter Registration.

Phase one of the exercise ends on Tuesday March 15, 2016 and this weekend marks the penultimate stage.

A total of 305,879 applications were received in week three, meaning all the kits register an average of 41,333 voters per day.

The Commission however, projects to hit the one million mark at the end of the fourth week.

“Registration rate is higher in counties where local leaders are directly involved in mobilisation. Turnout has been generally low across the country. A detailed analysis of this trend will be undertaken at the end of the exercise to inform future Mass Voter Registration,” read a statement from IEBC.

The statement proceeded: “The Commission is still concerned with the security situation in some areas.”

Three Nyanza counties have however, been rated among the top ten counties in the voter registration exercise with Siaya recording 38,994 at week three while Migori recorded 28,972.

Homa Bay and Kisumu recorded 32,796 and 39,187 respectively in the same period.
