Nyamira County Public Service Board (CPSB) has come under immense criticism for allegedly delegating ongoing recruitment of Reinforcement and Senior Support staff to County Secretary and other junior officers in Nyamira.
Speaking during a funeral ceremony in Borabu on Tuesday, aspiring MP Dr Nyandoro Kambi and Counsel Alpharxard Mogikoyo called for immediate disbandment of the Board for acting in contravention of the law.
According to Kambi, County Secretary Erick Onchana had allegedly allocated each MCA three slots for permanent employment of successful candidates.
“Nyamira County is being run as a personal Kiosk. We don’t expect CPSB to delegate duties to other officers without tangible reasons. They should have excused themselves in acceptable explanation to the public, something they haven’t done. We know that the county secretary is busy rewarding MCA’s with by absorbing their close allies, he said.
Mr Mogikoyo threatened to stop the ongoing recruitment on grounds of gross violation of law and called for immediate sacking of the County Secretary.
“I am going to court to stop the recruitment because it is not fair at all to residents. Only those with godfathers are getting a chance to serve the county. The CS should also be sacked because he has in a number of times overstepped his mandate,” he said.
Earlier on the official Facebook page of the county, Mr Onchana had defended himself of the allegations by quoting article 86 (1,2) that received criticism from a section of county members.
“The CPSB may delegate in writing, any of its functions to any one or more members and the county secretary, county chief officer. The provisions of this part shall apply to the person to whom the powers are delegated under this section,” Mr Onchana wrote in defense.
