Cord’s planned referendum should be amended to include change of the current presidential to parliamentary system of government.
This will give people from marginalised communities a chance to govern, former North Mugirango MP has said.
Mr Joseph Kiangoi who also sits in the East African Legislative Assembly on Sunday during celebrations of his 63rd birthday at Guardian Hotel in Nyamira said the parliamentary system was best suited for the country to reduce heated political campaigns in the presidential system.
He also said the system will give marginalised communities a chance to serve the country, given the country’s political dynamics that favours larger communities to rule.
“I have spoken to Okoa Kenya secretariat and I have persuaded them to include an amendment that will see removal of the presidential system and replace it with a parliamentary system. The system is effective in giving smaller communities a chance to ascend to power,” he said.
Kiangoi said the system will allow the single largest party with majority MPs to form government under the leadership of a prime minister who will also have a chance to form coalitions with other smaller parties.
“The presidential system cannot work for the country because we have seen accusations and counter accusations about rigging at the national level and that can be replaced with a parliamentary system. Party leaders will only concentrate on getting majority seats in parliament,” he said.
He insisted that his proposal will see the larger part of the country represented in government since for one to win, he or her party must get most representatives across the country.
“First, I think the issue of rigging will be a think of the past because managing constituencies is a bit easier. Again, a larger portion of the country will be represented in government because the winning party will have representation from all parts. I hope Cord will actualize my proposal,” he said.
