The chairman of the Commission for the Implementation of the Constitution (CIC), Charles Nyachae has said he has no grudge against the National Assembly Speaker, Justin Muturi.
Nyachae describing his relationship with Muturi as cordial said the perceived strained working relationship with Muturi is a creation of the media.
Speaking at Nyamecheo Primary School in Nyaribari Chache Constituency during a fundraiser in aid of sixteen churches presided over by Muturi, the CIC Chairman described Muturi as a longtime personal friend.
"Most of the time the media in this country, has been reporting in a manner suggesting that I am not in a good working relationship with my friend, the National Assembly Speaker, Justin Muturi whenever we differ in principle based on the work we do for this country," said Nyachae.
Nyachae said that based on his work of ensuring implementation of the constitution was done to the letter and spirit, he has from time to time locked horns with various individuals and offices. He says this has been reported as a quarrel between him and other stakeholders.
He stated that it was not only Muturi he had rubbed a wrong way while discharging his duties, but also executive and other constitutional office holders. He says that does not imply he is an enemy of the people he "differed with on principle".
The two have in the past disagreed over a move by parliament to summon cabinet secretaries where CIC moved to court in 2014 seeking orders to stop Parliament from summoning members of the executive.
“Mr Muturi ought to be declared unfit to hold office over his remarks that Parliament would disobey court orders,” Nyachae was quoted by the Nation newspaper.
The national Assembly Speaker stood his ground saying the move was necessary and accused CIC of failing to understand parliament.
“Nyachae and his team don’t seem to understand how Parliament works, so if they want to spend public money going to court, they are at liberty to do so because first of all they have not understood that Parliament has a committee on implementation, so that when a Cabinet Secretary appears before the committee on general oversight and makes certain commitments, that matter is then picked up by the committee on implementation for follow-up and reports to the plenary,” Muturi was quoted by Capital FM.
