Kisumu County government has signed a memorandum of understanding with Govan Mbeki and Midvaal Municipalities of South Africa to strengthen performance management.

The signed MoU is aimed at sharing new ideas and experiences among the three partners to ensure better service delivery.

It comprises of exchanges and cooperation in the fields of local government in the areas of performance management, waste management, youth skills developments and culture.

Governor Jack Ranguma said the initiative will keep non-performing officers in all sectors on toes to deliver on their mandates.

Speaking during the signing of MoU on Monday, Ranguma said it will enhance service delivery, transparency and accountability.

He said the MoU was proposed by United Nation Development Programs (UNDP) to ensure counties it supports engage in exchange programs for effective implementation of the projects the programme is funding.

Ranguma said UNDP had identified Govan Mbeki and Midvaal Municipalities for having successfully achieved performance contracts.

“As a county, the signing of the MoU will help us realise our eight development pillars across the county for the benefit of residents,” he said.

The pillars cited by the governor are; agriculture for food security, industrialisation, technology, tourism, health, clean energy, education and transport and infrastructure.

Lindi Masina, Executive Mayor of Govan Mbeki said the MoU will strengthen the link between Kisumu and South Africa in terms of development initiatives.

Masina said performance management is geared towards delivering quality and timely services to citizens.

“We hope our new partnership will increase productivity and accountability in all development sectors,” she said.

Councillor Bongani Baloyi, Executive Mayor of Midvaal municipality said they were looking forward to invest massively in agriculture and industrialisation.

He said they will also focus on tourism, technology, sports and talent development, health and education.
