A gubernatorial aspirant from Nyamira now wants the executive to come up with a proposal that will see more resources decentralized to the ward level for effective transformation of economy.
Charles Mochama who was addressing residents of Gachuba on Sunday said allocation of more funds to the ward level would ease pressure on members of county assembly who were reportedly under pressure to deliver.
He said the current Sh3 million per ward was not sufficient to set concrete projects at the ward level and called for increment to at least Sh7 million.
“Ward development fund is critical in devolution and more often I hear most of you piling pressure on MCAs. They are currently given little money for development at the ward level and a lot of resources remains at the executive arm. It’s my view that the allocation is increased from Sh3 million to at least Sh7 million,” he said.
Mochama said the move will also ease pressure at the county government but insisted need to create an independent committee that will audit projects undertaken by MCAs.
“It’s sometimes difficult to concentrate resources at the executive level. By empowering MCAs, we will be able to see a lot of transformation since they are close to people. However, there is also need to set an independent audit committee to oversee projects done through the kitty,” he added.
Mochama who also works as a World Bank advisor said his team will continue giving the incumbent regime constructive ideas that could help the region to spur economically.
“What we are doing as the opposition is doing constructive criticism. This is our county and we have to develop it as a team whether in government or not,” he said.
