The national government has been asked to transfer all functions to counties for sufficient service delivery.
Kabondo Kasipul MP Silvance Osele said functions still being run by ministries, departments and government agencies should be devolved immediately as stipulated in the constitution.
Osele said there was urgent need for the government to speed up the transfer of the remaining functions to counties.
Speaking to the press on Sunday in Kisumu, Osele argued that there will be a constitutional crisis if the functions aren't transferred before the March deadline.
Among the functions yet to be devolved are roads, health and agriculture, which have not been devolved fully.
Osele said critical functions should be devolved to bring services closer to people.
“Counties are equal to the task if funds are disbursed on time to them,” the MP said.
He asked President Uhuru Kenyatta to ensure that funds for devolved functions in this year’s budget are given to the counties.
Osele noted that Cord coalition is concerned with the slow implementation of devolution.
According to the Transition Authority (TA), more than 90 per cent of county functions have been transferred from the national government.
TA chairman Kinuthia Wamwangi said the remaining 10 per cent will be transferred before March this year.
He acknowledged that counties had done well in the transferred functions and assured to complete the process before the set constitutional deadline.
On December 28 last year, counties won big on devolution of roads following a court ruling in their favour.
The High Court directed the national government to gazette the transfer of road functions to county governments.
Justice Mumbi Ngugi on December 28 last year gave government’s chief legal adviser 90 days to implement the court order.
