Kisii county assembly has passed two Bills that will see the physically challenged, women and the youth, benefit from a fund to be set aside for them.

The Bills which will become law once assented to by area governor James Ongwae, seeks to establish a Fund that will empower, improve and develop the physically challenged, women and the youth, by providing access to capital and financing facilities through loans, grants and other financial assistance.

While presenting the bills for final debate, the leader of majority Protus Moindi, urged for support of the Bill saying it was long overdue.

Upon its passage, a cross-section of legislators in the devolved unit lauded the laws terming them as a new dawn for the physically challenge, youth and women of the County.

The chair of the gender, youth and people with disability committee Phelisters Metobo,  said the beneficiaries of the new law have been forgotten for a long time.

“Physically challenged persons have been forgotten for long. The youth and women have lagged behind for eternity, and with a law and a fund to anchor on, it will enable them to start projects that will boost them,” said Metobo.

Metobo, together with another nominated MCA Thabita Okong’o urged their governor to move with speed and ascent to the Bbills, so that funds can be set aside to help the affected people realise their dream.

“We have passed the Bills, the ball is now in his court, as he now has the basis to assist his people,” added the MCA.

Okong’o lauded the assembly for ensuring that a law that supports the constitution had been passed, adding that it will go a long way to end discrimination.

“This legislation goes a long way to finish discrimination, since even men in this house who are the majority have supported it fully, therefore we have made a big step in actualising the spirit of the constitution of the Republic of Kenya,” uttered Okong’o.
