Nyamira CeCs have been warned against defying summons by various assembly departmental committees seeking to investigate urgent matters with regard to their dockets.

Nyamira County Assembly speaker Nyamoko Joash, who was addressing reporters in his office on Thurdsay said most CeCs, had formed a habit of delegating duties to junior officers whenever called upon by house committee to answer questions on pressing matters.

He said most committee chairs were giving unsatisfactorily responses on pressing issues due to lack of collaboration by the executives in working with assembly as prescribed in the law.

“Our system of governance is clear and the county executives have to respect the tradition. They should honor summons by departmental committees to clear the air on pressing issues that need detailed responses, not just delegating to junior officers,” Nyamoko said.

He revealed that he had written to the office of the governor and the county secretary respectively, demanding that county executives heed summons as provided in the law.

“Our oversight role will be jeopardised if they fail to appear in departmental committees when needed. I have written to the governor and county secretary hoping that they will orient them (the CeCs) on their constitutional responsibilities. The assembly is answerable to the public and we have to do our job,” he added.

He said most reports were being rejected in the floor of the assembly for either being incomplete or shoddy due to non-compliant executives who were not willing to share information needed to relevant committees.

“We want to avoid a scenario where reports are being rejected in the house and I had raised that issue earlier. Committees must be respected and as the speaker, I have to do the necessary by informing those responsible in the executive arm,” he said.
