Civil society groups and the police have accused Kisumu City Manager Doris Ombara’s of issuing licences to unqualified people to operate business at Kisumu's main bus park.
The accusations come following reports of a criminal gang christened ‘Israel’ that is said to be ferrying guns to Kisumu.
The gang according to police reports wants to control key business establishments in the town.
Kisumu City Residents Association Chairman Audi Ogada criticised the county government over its failure to tame rogue business people in the town.
“There are instances where county government officials fail to inspect the area of operation of those seeking licences since sometime one licence is issued to more than one group operating on one route,” said Ogada.
Kisumu County Commissioner John Elungata also warned the county government against licensing such groups.
“The control of the bus park squarely lies in the hands of the county government, and that the police can only come in when the city manager calls them to respond to lawlessness, which has not happened,” said Elungata on Thursday.
City Manager Doris Ombara, however, absolved herself from blame stating that her office follows due procedure when it comes to licencing but asked anyone who has information on fake certificates or licences to report to the office for action.
She said her office is in the process of reorganising the enforcement by doing an inventory in the seven zones in Kisumu that will include the business name, owner, address and location which will be done through the GIS system.
