Poor service delivery at county levels has been blamed on strained intergovernmental working relationship between the national and county governments.

The Chairman of the Commission for the Implementation of the Constitution (CIC) Charles Nyachae said poor working relationships between county governments and the national government have contributed to poor service delivery at county levels.

Speaking at Gusii Stadium on Thursday, during CIC's launch of the second Assessment of the System of Devolved Government and 2014/2015 Annual Reports, Nyachae called on the two levels of government to work under the principle of consultation and collaboration to enhance service delivery to the citizens.

Nyachae said since the inception of the devolved systems of government, there has been strained and suspicious working relationship between the county governments and the national government.

"To date, the relationship between the county governments and national government remains strained as the two levels of government continue working in suspicion of each other, compromising service delivery to citizens at county levels,” said Nyachae.

Nyachae said devolution will only work if the two levels of government will be committed to the principle of consultation and collaboration to enhance their inter-governmental working relationship for the benefit of the citizens.
