The chairman of the Commission for the Implementation of the Constitution (CIC), Charles Nyachae has urged county governments to conduct civic education on the importance of public participation for devolution to succeed.

Nyachae said that county governments should come up with a framework that will involve civic education to residents on the importance of public participation thus making it easy for them to give their views on what projects want given first priority. 

"Constitution implementation can only succeed through meaningful public participation. Public Participation will have no meaning unless citizens are empowered through civic education on its importance," he said.

He urged Kenyans to embrace devolution saying it was the best thing that has ever happened to the country. He cited milestones achieved in the few years devolution of power has been in place.

"Before devolution came,  health services and roads were in a dilapidated condition but through devolution, many hospitals have been built, stocked with drugs and staffed," he added.

The CIC chair says the process of embracing devolution was on track but lamented on the lack of promotion of constitutionalism in the country.

"There is no doubt that we are on the right path as regards devolution. As CIC, we have done well with constitution implementation, but as a country, we have done poorly in promoting constitutionalism," he said.

He was speaking during the 4th Annual Congress of Chairpersons of Constitutional Commissions and Independent Offices at the County Hall in Eldoret on Wednesday.
