A rush by the Nyamira County government to mend roads in time before the Elnino downpour has caused a sharp division between the Assembly and Executive.
Members of County Assembly on Tuesday, ganged against the Executive to debate on why the department of Roads and Transport moved to launch machines, which were meant to serve in the sector in a manner they said was not procedural.
On the other side, the executive has maintained that the activity was done in the right manner and all was in a hurry to finish making county roads before the onset of the heavy rains, which the meteorological department has been warning will start this month.
According to MCAs, the Infrastructure Committee of the Assembly was not involved in preparations for the launch of the machines, which was conducted on the morning of Tuesday.
There was a heated debate in the house regarding the launching of the four vans, four tippers and a water bourser, which were immediately commissioned by Governor John Nyagarama to start the works of rehabilitating the roads before the rainy season.
The issue, which was started by Minority Leader Jackson Mogusu saw MCAs Beautah Omanga (Bogichora), Peter Maroro (Manga), Samuel Nyanchama (Itibo), Benson Sironga (Rigoma), Naomi Ondieki (nominated) and William Abuya all express their outrage over the matter.
They accused Nyagarama for not involving them during the launch and said even the tendering of the vehicles was flawed.
"Somebody is not taking this house seriously and it has happened for far too long. This house has not been informed that such machines are coming to the county. Because they have been bought, let them stay at the yards until we conduct an audit on the vehicles before they start working," said Ondieki.
Deputy Speaker Andrew Magangi, who was sitting for his boss directed that the Assembly clerk Daniel Orina issues an official communication to the Executive, directing the vehicles be stalled until an explanation is availed regarding the matter.
Acting County Executive in charge of Roads and Transport Dr Janet Komenda slammed the MCAs, saying the committee in charge of infrastructure was fully aware of the ongoing cases and that the they were being driven by some interests which, according to her, were clandestine to themselves.
"I am wondering what interests they have because on Monday, I led the Works Committee to the Assembly where I laid bare all the budgets and programmes we had for the department. The machines came on Friday and we invited them on Monday because the vehicles are seriously needed to rehabilitate our roads before it rains. Could we wait for MCAs to commission the machines?" Posed Dr Komenda.
