Kisumu County Governor Jack Ranguma has called upon the national government to speed up the process of transferring the remaining devolved functions to the counties.

Ranguma said the law stipulates that the national government must ensure the functions are transferred to the counties by March 2016.

He said it will be a constitutional crisis if all the devolved functions that are still with the National Government are not transferred within the remaining period.

The governor said counties are unable to deliver quality services to the people due to the delay in transferring the devolved functions.

“The delays occasioned by government institutions in transferring county devolved functions have hampered service delivery to the people of Kenya,” he said.

Speaking on Tuesday when he led Kisumu residents in marking Mashujaa Day at the Jomo Kenyatta Sports Ground, Ranguma said governors will only implement functions that are properly transferred to the counties.

He told the National Government to ensure the relevant authorities that are charged with that responsibility carry out that duty.

“Unless the Transitional Authority gazettes for the transfer of a function, a county government will not proceed to perform that function, that is why we are calling upon the national government to ensure relevant authorities perform such transfers,” he said.

Ranguma further said that ground should be laid for the transfer of the pending functions by availing resources for the performance of those functions.
