A Nakuru court on Tuesday heard that the alleged police impostor, Joshua Waiganjo attended a security meeting which led to killing of officers at Baragoi alongside having a close relationship with former Police Commissioner, Mathew Iteere.
Current Mboni East OCPD, the then Njoro divisional police chief, Peter Njeru Nthiga in his testimony before Senior Resident Magistrate Joe Omido said that Waiganjo and former Police Commissioner Mathew Iteere had a very close relationship.
"They would communicate in my presence while the phone was on loudspeaker or through then Rift valley provincial police Chief John M’mbijiwe," he said.
Nthiga said said that Waiganjo once came to his office and said that he had made a request to give Njoro Division a police car after which he was called from the head office in Nairobi to collect the vehicle.
"I received a call from Waiganjo instructing me to accompany him and M’mbijiwe to Baragoi after he said that M'mbijiwe had chosen me as his personal assistant," he said
The court also heard that Waiganjo’s younger brother Gerald Maina was present during the flight to Baragoi although he did not attend the security meeting, he allegedly took pictures around the Lanet barracks and from the helicopter during the flight to Baragoi.
The court also heard that Waiganjo made a request transfer for an officer to Suani police post from Njoro and the transfer was effected immediately.
Joshua Waiganjo who is accused of masquerading as a Senior Superintendent of Police since October 2002 was allegedly deployed in the Nakuru Anti Stock Theft Unit Headquarters at Gilgil as the Deputy Commandant.
“He came to my office and identified himself as a Deputy Commnadant attached to Anti-stock Theft Unit at Gilgil and was visiting his parents who lived in Njoro,” he said
All through his testimony, he told the court that Waiganjo drove in an official police vehicle and wore official police uniform whenever he visited his office in Njoro.
Former Rift Valley Provincial police Chief John M’mbijiwe and Michael Remi Ngugi, the then Anti Stock Theft Commandant in Gilgil face charges of abuse of office and cushioning Waiganjo who masqueraded as a senior police officer for years without detection and also allegedly allowed him to ride in a police helicopter during a sensitive security mission to Baragoi, Samburu on October 30, 2012.
M'Mbijiwe is alleged to have ordered a 'personal' file opened in Mr Waiganjo’s name to pass him off as a police reservist on November 23, 2012
Ngugi is accused of allowing Mr Waiganjo unlimited access and use of police vehicles in addition to allocating him a personal police driver identified as Corporal Joel Mopel.
He allegedly committed the offence between July and November, 2012, at the Anti-Stock Theft Unit headquarters in Gilgil.
The hearing of the case will on continue on Wednesday as other witnesses testify.
