The Council of Governors has cited disharmony in the management of counties and political interference as some of the challenges facing the realisation of devolution.
In a statement read by Nakuru Governor Kinuthia Mbugua during the opening of the second Deputy Governors Leadership conference on behalf of the council on Thursday, the governor outlined those as some of the challenges hindering devolution.
Other challenges include the perpetual delaying of release funds to counties by the central government, development of unconstitutional laws that are contrary to the distribution of functions as explained under the Fourth Schedule of the constitution and absence of a sub-national borrowing framework.
“The absence of Sub-National borrowing framework makes County Governments not to able to borrow to supplement own revenues. If the National Government borrows for devolved functions, this affects shareable revenue for counties among other challenges,” said Mbugua.
The theme of the three-day conference at the Enashipai Resort and Spa in Naivasha is; Building Winning Teams for County Effectiveness. The chief guest was Deputy President William Ruto.
Also present were PS Mwanamaka Mabruki of the State Department of Devolution and representatives from the World Bank and Kenya School of Government.
