The Independent Electoral and Boundaries Commission (IEBC) might not meet its new 4 million registered voters target.
According to the commission, only less than 30 per cent of the potential voters targeted in the exercise have turned out to register.
The commission said it will miss its target by 70 per cent since they have registered just slightly under one million people.
"Phase one of the mass voter registration ends on Tuesday, and this weekend marks the penultimate stage. Only 868,073 eligible citizens had applied for registration as of March 6, 2016," the commission said in its weekly update on the exercise.
The commission targeted to register 4 million new voters in preparation for next year's general election.
As a result, close to 3 million of the targeted voters will be left out of the process when it comes to an end on Tuesday.
The commission attributed the low registration to inadequate funds they received from the National Treasury.
"We were given a quarter of the resources we asked for, and we have delivered a quarter results," IEBC CEO Ezra Chiloba said.
The commission had earlier said that they received Sh 500 million from Treasury against the Sh2 billion request they presented.
The registration began mid last month and is coming to an end on Tuesday, March 15, 2016.
