A member of parliament is also referred to as a legislator because his or her main work involves making new laws or new legislation.
In fact, they are also referred to as law-makers. MPs usually have parliamentary sessions where they are expected to formulate new laws, amend existing laws, and also debate on tabled bills before presenting to the president for approval.
It is therefore a big shame that 27 Mps contributed so little to parliamentary discussions in 2015 if the new report is anything to go by.
The report was presented after a survey which was carried out by Mzalendo.com. If a member of parliament can not contribute to law-making process in parliament then he or she should never be re-elected.
Such a 'legislator' is only wasting tax payer's money. In fact he or she should be arrested for stealing public funds.
The people of Kenya should not allow their money to be stolen in broad daylight.
