The Senate has been challenged to come up with a legislation that will see high tax collecting counties have their funding by the national government reduced.

Nyamira politician Charles Mochama on Wednesday said the disparity in revenue collection was likely to cause non-uniform development in the devolved units.

He said reducing funding to counties which collect large amount of taxes and diverting the same to marginalised counties would enormously contribute to uniform economic growth and development.

“We know that counties cannot development in the same rate due to resources found in those regions. I want to encourage the Senate to come with a legislation that will see funding of certain counties which collect large amount of taxes drastically reduced and the same diverted to marginalised counties. We want to see uniform growth in all counties,” he proposed.

He said the move would reduce pressure on county bosses who are reportedly working with minimum resources.

“We want to see equity in terms of growth in all counties so that no region is left behind. Senate should come with a formula that should legitimise that. Some counties are collecting billions of shillings from taxes and still receive massive funding from the national government. This will create inequality among the county units which could be disastrous in future,” he added.

He also urged Senators to work closely with MCAs to ensure resources in the county governments are utilised for intended purposes.

“And when we get funds to our counties, Senators have a role of ensuring they work with MCAs to ensure the funds are properly managed. The two groups are the custodians of counties. But what’s important is that awe want to see equity in terms of resources allocation and that must be reviewed by the Senate,” he said.
