Administrative arrangements under former Kenyan constitution were more effective than the current counties under the new constitution.
This is according to the Athi River Sub-County Commissioner, Kodeck Makori, who said that the former arrangements focused on districts which propelled efficient rural development.
Makori who addressed the press in his office in Athi River Town on Thursday said administrators in various positions from divisions, districts to then provinces were more committed and accountable. He said their work was effective due to effective systems under government policies.
He disclosed that every administrator had to read and understand a policy known as, "District focus for rural development," in a bid to ensuring equitable distribution of public resources and projects implementation within the communities in grass roots.
Makori said the system was then interfered with by the emergence of multiparty system in 1992. This, he says, sneaked in negative attitudes of public funds and resources looting among public officers.
He said Kenya is a solid state economically and it can be stronger if policies with the government are implemented.
Makori said such a state can only be achieved if every citizen exercises personal responsibility and politicians cease compromising public officers mandated to serve in various levels, departments and arms of the governments whether at national or county levels.
