Owila said that for the initiative to take effect in the country and effectively dispense services, it must be supported by the government financially.

“The government should set aside money that will be channelled to each Nyumba Kumi unit in respective sub-counties. This will act as an enticement to those who are involved and they will perform better,” he said.

He added: “Those at the policing units know their villages in and out. They know everybody who runs an illegal business and the criminals as well. They are in a better position to detect and prevent crime once their effort is rewarded.”

Last month, Nyumba Kumi Chairman Joseph Kaguthi, in an interview with the radio journalists at Karlo grounds in Thika, said that the government will not fund anyone in the Nyumba Kumi and community policing.

Kaguthi added that the officers should be self-motivated and voluntarily offer their services to enhance security. He said there would be not grants for them as they have been requesting.

This will diminish the efforts to fight crime by the officers according to Owila.
