Former Makadara Member of Parliament Bernard Mutura has proposed a referendum to amend the constitution.
Speaking on Radio Jambo early Saturday, Mutura faulted the current law for what he termed as protecting state officials.
He pointed out that it has become almost impossible to prosecute and punish state officers like the police and judges as they always get a way to hide behind the law or favor each other.
According to Mutura, the nation should now consider changing the law to ensure that everyone can be subjected to the law and the government bodies tasked with the job of grilling the accused are compelled to do it without favor.
‘’Hii katiba imekinga watu wengi. Wabunge, majaji, polisi na wengine wengi wamejikinga humo ndani na inakuwa vigumu kuwashitaki (the constitution has shielded most state organs from conviction and must be changed),’’ said Mutura.
''Inakuwa vigumu hata kupeleka polisi mbele ya jopo la polisi wenzake maana mwishowe mambo yanageuka na mashtaka yake yanaondolewa (a good instance are the police who always end up being cleared by their disciplinary committees when accused of wrong doings),'' he added.
His proposal was seconded by Nominated Senator Isaac Mwaura who added that though there are independent bodies created to look into such cases, they remain untrustworthy.
‘’Kunazo independent bodies lakini pia hizi hazifanyi kazi vizuri (the independent bodies are also easily influenced making it hard for them to help in this situation),’’ he said.
