During the process of weeding out unproductive chiefs and their assistants back in 2005, they had to sit for a mandatory examination and each individual was expected to attain 50 percent pass mark. The process was organized by the former minister for Internal Security John Michuki in order to boost the security system in the country.

Kibaki's government at the time was able to conduct a mandatory examination that was to test on the officer's interpretation of policies and solving land and domestic matters.

Out of the 1000 tested officers, the government sacked 439 chiefs and their assistants after failing to achieve the pass mark after training. During the examinations, four officers were found cheating and one other skipped the test for unknown reason.

However, according to Michuki 1,598 chiefs passed the exams despite being poor performers in their respective location. The government also gave 240 chiefs, who were better performers but failed the test, a second chance to sit for the exams at their own cost.

The test was done after reports that most chiefs were arrogant, insensitive to the poor, one-sided, causing war by inciting communities and encouraging the sale of illicit drinks and colluding with criminals.
