Uasin Gishu County Governor Jackson Mandago has hit out at the Treasury CS Ukur Yatani for denying funds to 15 counties for failing to clear their pending bills.
He says the move is uncalled for and that the affected counties will not run their daily activities.
“I want to tell Ukuru Yattan you were my fellow governor and your county had many debts and it is ironical today you are telling counties that you won't release money because they have debts. How do you expect them to run their errands?” said Mandago.
Speaking during the Jamuhuri day celebrations, the county boss wondered how the CS wanted the governors to fight corruption yet they are denying them money.
“The Public Financial Management Act does not in any way empower the Cabinet Secretary for Treasury to decide at free will when to release and when not to release funds to the County,” he noted.
Mandago said in case the county money is lost, there is the Ethics and Anti-Corruption Commission, Directorate of Criminal Investigation and Efficiency Monitoring unit will do their job to ensure the funds are recovered.
He further called on the Treasury to be releasing the funds to counties on time for them to carry their errands on time.
Among the counties targeted for non-clearance are Migori, Tharaka Nithi Bomet Kirinyaga, Nandi, Mombasa, Kiambu, Garissa, Baringo, Narok, Machakos, Nairobi, Vihiga, Isiolo, and Tana River.
The CS cited the counties for failing to heed the resolutions of the Intergovernmental Budget and Economic Council (IBEC) chaired by Deputy President William Ruto.
