Kirinyaga Governor Ann Waiguru has finally broken her silence over the National Youth Service (NYS) recent loss of Sh10 billion.

The former Devolution Cabinet Secretary says the multi-billion loss is clear indication that she was not the one behind the first scandal in which the taxpayer lost Sh791 million- the loss that led to her resignation as Cabinet Secretary.

Waiguru who was speaking about devolution at a conference at Chatham House in the UK on Thursday said she is not surprised at all that NYS has lost more money, three years after her departure at the Devolution docket.

"It is no wonder that three years after I left the ministry, the same NYS department is engulfed in another major scandal of Sh10 billion, 10 times larger than the initial one," she said as quoted by The Standard.

"Transitional economies like Kenya exhibit the identical challenges of weak accountability structures and ineffective institutions resulting in waste and loss of public funds and resources."

Waiguru resigned on November 21, 2015, after widely being accused of orchestrating corruption following the loss of Sh791 million at the NYS.

The money was paid to companies that did not supply any goods and services.

The NYS is currently embroiled in another graft scam where over Sh10 billion was lost.

NYS Director General Richard Ndubai, Youth Principal Secretary Lillian Omollo and 40 other NYS employees have cases to answer to at the High Court with regard to the loss.
